A detetive Lilly Rush (Kathryn Morris, “Minority Report”) é a única mulher da equipe de homicídios da polícia da Filadélfia, e logo fica responsável em cuidar dos casos arquivados — crimes que nunca foram resolvidos.Danny Pino, Jeremy Ratchford, Kathryn Morris, John Finne Thom BarryAgora, ela interroga testemunhas desses crimes, cujas vidas mudaram muito desde então, utilizando as tecnologias atuais e encontrando novas pistas para solucionar os crimes antes impossíveis de serem solucionados. Mas Rush também se prepara para as conseqüências — que seu trabalho irá abrir velhas feridas e talvez leve os suspeitos a cometerem novos crimes. Sempre que está num beco sem saída, ela pede a ajuda de seu mentor, o tenente Tom Stillman (John Finn). Também em sua equipe estão o detetive Will Jeffries (Thom Barry), que já está na polícia por tempo suficiente para ser o link de Lily com o passado; e o detetive Nick Vera (Jeremy Ratchford), um policial durão que é capaz de fazer de tudo para conseguir uma confissão.
